New Graduate School of International Relations (GSIR) Policies:

A copy of the e-mail from the administration to the student body describing the policies is given below.
The main points of contention are:
(1) the attendance requirements, maintaining that graduate students shall risk failure if they miss two classes out of ten (roughly equal to 20% of class time) and
(2) The minimum creditloads required over the course of the two-year program: The policies require that students take, in sequence, a minimum of 6,6,6,6,4,and 2 credits not including language courses or thesis seminars. These minimums push the majority of current first-year students over their program minimums and reduce the flexibility of all students to choose their schedules.

The following Attendance Policy and Course Registration Policy take effect beginning in Spring Term, 2000, for September 1999 entrants and thereafter.
GSIR ATTENDANCE POLICY
1. Attendance is compulsory for all classes.
2. Permission to be absent must be received from the professor teaching the
course, in advance.
3. Absence without permission for twenty percent or more of a course's total
instruction time may result in "F" (Failure) on the student's grade report.
GSIR COURSE REGISTRATION POLICY
1. Course Registration deadline for each term will be stated in the GSIR
academic calendar. Failure to meet the deadline will be considered as
late registration.
2. In the case of late registration, a student must pay a fee of 7,000 yen.
This fee is in addition to a student's tuition fee and shall be
automatically deducted from the student's allowance account by the
Accounting Office. The last day for late registration is the first work day
of the third week of instruction. The exact deadline for late
registration will be stated in the GSIR academic calendar.
3. A student must complete a minimum of six credits of content courses per
term from the first through fourth terms of study (the first year and
second term of the second year), a minimum of four credits of content
courses per term in the fifth term (second term of the second year), and
a minimum of two credits of content courses in the sixth term (third term
of the second year) of study.
4. Students who have applied formally for permission to go on field work may
be exempted from the above credit requirements. Applications for field
work must be made in advance through the dean's office and will require
the approval of faculty meeting.
5. Failure to comply with the GSIR Attendance and Course Registration Policies
may result in loss of scholarship and even student status.
